			<content:encoded><![CDATA[<p>Richie Williams has replaced Wilmer Cabrera as coach of the U.S. Under-17 soccer team.</p>
<p><span id="more-7100"></span>Williams, who made 20 appearances for the U.S. national team from 1998-02, was hired Tuesday by the U.S. Soccer Federation and will oversee the under-17 residency program in Bradenton, Fla.</p>
<p>He had been coach of the under-18 team and was the Mid-Atlantic technical advisor for the U.S. Soccer Development Academy.</p>
<p>He spent five seasons as an assistant coach with Major League Soccer’s New York Red Bulls.</p>

			<content:encoded><![CDATA[<p>Thierry Henry made a dream return to Arsenal on Monday, netting the winner off the bench to earn his side a 1-0 FA Cup win over Leeds.</p>
<p><span id="more-6979"></span>Second-half substitute Henry scored in the 77th minute to send the Emirates Stadium faithful into hysteria, and help Arsene Wenger&#8217;s side into the Cup&#8217;s fourth round.</p>
<p>The on-loan New York Red Bulls attacker scored with only his fifth touch since coming on midway through to second period to set up a home clash against fellow Premier League side Aston Villa in the next round.</p>
<p>Gunners boss Arsene Wenger handed starts to talented youngsters Ignasi Miquel, Francis Coquelin and Alex Oxlade-Chamberlain in a strong starting line-up.</p>
<p>As for the visitors, on-loan Tottenham attacker Andros Townsend was given the chance to impress against his parent club&#8217;s bitter local rivals, while manager Simon Grayson opted for Argentinean striker Luciano Becchio to lead the line.</p>
<p>The home side started the match brightly, controlling possession against their Championship opponents, with Russian international Andrei Arshavin squandering a couple of presentable early chances on.</p>
<p>Former Sevilla man Sebastien Squillaci came close to breaking the deadlock in the 14th minute.</p>
<p>Mikel Arteta played in a wicked set piece which the French defender met with his head, but failed to test Andy Lonergan in the Leeds goal.</p>
<p>Leeds finally posed a threat midway through the first half after Arsenal failed to clear a free-kick.</p>
<p>Finland international Mika Vayrynen picked up the loose ball before driving to the byline.</p>
<p>His attempted cross deflected nicely into the path of Becchio who could only smash his close-range effort over the bar.</p>
<p>Wenger&#8217;s defensive injury problems took another turn for the worse after Coquelin picked up an apparent hamstring injury and was subsequently replaced by debutant Nico Yennaris.</p>
<p>Despite continuing to dominate possession, Arsenal failed to create another chance and the two sides headed into the half-time interval all square.</p>
<p>With less than 25 minutes remaining, Henry made his much-anticipated comeback as Wenger decided to add the Frenchman and Theo Walcott into the mix as he strived for the win, with the former Barcelona forward&#8217;s arrival sparking the previously reserved home supporters into frenzy.</p>
<p>The deadlock was finally broken 13 minutes from time with Henry getting on the end of an Alex Song pass, before bending a trademark finish past the hapless Lonergan.</p>
<p>Leeds almost managed to strike back instantly through a Ross McCormack header which the previously untested Wojciech Szczesny did well to hold.</p>
<p>The visitors continued to push for a goal and Szczesny was again called into action by a stinging effort by former Chelsea man Mikael Forssell, but the visitors could not find a way through.</p>

<p>But Malisse struck back to win the second and force a decider which Djokovic won despite superb efforts by his relatively lowly opponent, the Serbian superstar closing out a 6-2 4-6 7-5 triumph.</p>
<p>James Blake was handed a walkover into the second round when fifth seed Mardy Fish pulled out after the opening game, denting Fish&#8217;s hopes of making it to the final event of the season at the O2.</p>
<p>Andreas Seppi of Italy came through one of the toughest matches of the day to beat Luxembourg&#8217;s Gilles Muller 7-6(4) 6-7(5) 6-2, while Finland&#8217;s Jarkko Nieminen also won a three-setter, beating Brazil&#8217;s Thomaz Bellucci 6-7(5) 6-4 6-3.</p>

			<content:encoded><![CDATA[<p>Everton boss David Moyes insists he is happy with the squad at his disposal ahead of Saturday&#8217;s trip to Blackburn.</p>
<p><span id="more-6293"></span>Everton made a faltering start to their English Premier League season last weekend when they slumped to a 1-0 loss to newly promoted Queens Park Rangers at Goodison Park, and their opening day clash with Spurs was postponed due to rioting in London.</p>
<p>They came from behind to complete a 3-1 win over Sheffield United in the Carling Cup on Wednesday, and Moyes said there was no doubt his squad had the quality to compete with the very best.</p>
<p>&#8220;We&#8217;ve got good players in the squad so that&#8217;s not in any way putting them down,&#8221; Moyes said.</p>
<p>&#8220;We&#8217;ve got really, really good players, international players from several countries and they have been here for a while.&#8221;</p>
<p>&#8220;We have a good level of stability at the club and because of that the group know what is expected and we hope to keep it going and finish as well as we have in recent seasons.&#8221;</p>
<p>With points at a premium on Saturday, Moyes said he expected a tough encounter at Blackburn, who have begun their campaign with successive losses against Wolves and Aston Villa.</p>
<p>&#8220;It&#8217;s a tough game going to Blackburn,&#8221; the Scot said. &#8220;They are one of the sides who have always had a good home record at Ewood.&#8221;</p>
<p>&#8220;I know they lost their first game but they tend to do well at Ewood, it&#8217;s a tough encounter and they need the points as much as we do.&#8221;</p>

			<content:encoded><![CDATA[<p>While Arsenal manager Arsene Wenger is &#8216;sad&#8217; to see Cesc Fabregas finally complete his move to European champions Barcelona,the Spanish club  have officially presented the player to fans.</p>
<p><span id="more-6180"></span>Barca have announced the signing of Arsenal captain Cesc Fabregas, in a five-year deal worth around 39 million euros.</p>
<p>The La Liga outfit will pay the English Premier League club an initial guaranteed fee of 29 million euros for the midfielder, with another 10 million euros paid dependent upon how many games the Spain international plays for Barca and the number of trophies he wins during his time at the club.</p>
<p>The midfielder completed his transfer to his boyhood club on Monday after drawn-out negotiations between Arsenal and the La Liga outfit.<br />
Wenger said he wanted to keep the Spain international, but he feels the English Premier League club will move on despite their captain&#8217;s departure.</p>
<p>&#8220;We lost a world-class player and we are sad about it,&#8221; he said.<br />
&#8220;We did try to keep him but, in the end, you have to respect the desire of the player, and this club is 125 years old this season and many big players left the club and the club went on, and that&#8217;s what we want to show &#8211; that we have the strength and unity to fight as ever.&#8221;</p>
<p>Another player who has been heavily linked with a move away from Emirates Stadium during the transfer window has been Samir Nasri, who has less than a year remaining on his contract and has attracted interest from Manchester City. </p>
<p>Wenger, who wants to keep the France international, said he does not think Nasri will leave just because Fabregas chose to do so.<br />
&#8220;The two things are not linked,&#8221; Wenger said. </p>
<p>&#8220;Ideally I want Samir Nasri to stay but as much as we were in a strong position on the contract side with Cesc, the situation is a bit different (with Nasri), but hopefully we can sort the situation out.&#8221;</p>

			<content:encoded><![CDATA[<p>Unlucky, JS Kabylie suffered its third consecutive loss in the Orange Confederation Cup after its 2-0 defeat by Motema Pembe on Friday night at the 5 July stadium in Algiers.<br />
The Algerian side which was in a difficult situation following two losses in  the two preceeding days, couldn’t do better against Motema Pembe that managed its game well, scoring a goal in each segment of the match.</p>
<p><span id="more-6130"></span>JS Kabylie dominated the first 30 minutes of the game without taking advantage in spite of two offensive moves by Hanifi and Younes at the 5th and 6th minutes respectively. However the Congolese that were solid at the defense, succeeded in opening scores at the 34th minute through Ngasanya who converted a penalty awarded following a foul on Tusili by Nessakh.</p>
<p> During the first 15 minutes of the second half, the players of Coach Moussa Saib went offensive, taking control of the ball. Younes, Nessakh and Rial took turns to raid the defense of Motema Pembe but could not succeed to score. Following a Congolese counter attack at the 68th minute, Ngasanya Ilongo took advantage of a JS Kabylie defensive lapse and dismissed Goalkeeper Asselah for the second goal.</p>
<p> This second goal completely demoralised the teammates of Rial that practically gave up till the Senegalese referee Ousmane Fall sounded the final whistle.<br />
This third defeat seriously complicayes the chances of JS Kabylie’s qualification for the semi-final.</p>

			<content:encoded><![CDATA[<p>Manchester United favourite Eric Cantona believes Old Trafford is the perfect stage for his return to the spotlight with New York Cosmos.</p>
<p><span id="more-5972"></span>A Cosmos team consisting of 12 special guests and eight Under-23 players will tackle Cantona&#8217;s old side on Friday, in a testimonial for the retired Paul Scholes.</p>
<p>Frenchman Cantona won four English Premier League titles and two FA Cups with United before hanging up his boots in 1997.</p>
<p>In January he was appointed director of soccer for the revamped Cosmos, a former National American Soccer League team hoping to orchestrate a return to action in Major League Soccer.</p>
<p>&#8220;Every time I come back to Manchester and go to Old Trafford it&#8217;s always special for me and this time it will be even more special,&#8221; Cantona said.</p>
<p>&#8220;For my comeback in football, the first game I will be involved in is with the Cosmos and at Old Trafford so it&#8217;s very special for me.&#8221;</p>
<p>Scholes called time on his United career in May after 17 seasons with the club, three of which he spent alongside Cantona, who has found memories of his former team-mate.</p>
<p>&#8220;I hope everybody will have a great time and especially Paul Scholes,&#8221; Cantona said.</p>
<p>&#8220;He has been a great player who can play anywhere in the midfield, upfront &#8230; he can score goals, assist, he can defend, he can tackle &#8230; so he&#8217;s a great player and I&#8217;m very proud to be here for him.&#8221;</p>
<p>Cantona was asked if he harboured any ambitions to take over from manager Sir Alex Ferguson in the United hot seat, a question the 45-year-old met with humour and diplomacy.</p>
<p>&#8220;Maybe I die before Alex Ferguson,&#8221; he said, jokingly. &#8220;I&#8217;m sure he will be on the bench for ever because this is his life.&#8221;</p>
<p>&#8220;He was a good player, he has been a great manager for decades and that&#8217;s his life. And me I&#8217;m involved in New York and I don&#8217;t want to move.&#8221;</p>
<p>Cantona also passed judgement on United&#8217;s cross-city rivals Manchester City, questioning the merits and sustainability of their big-spending transfer policy.</p>
<p>&#8220;United is the best team,&#8221; he said. &#8220;I don&#8217;t know how they (Manchester City) work now, maybe they work on an academy.&#8221;</p>
<p>&#8220;But for now they want to be the team spending millions to buy players for the team. And they have been successful because they won the FA Cup.&#8221;</p>
<p>&#8220;But if they only want to do that they will not be as strong as United, because United work on the long term, encouraging young talents.&#8221;</p>

			<content:encoded><![CDATA[<p>MC Algiers and JS Kabylie two Algerian teams engaged in the groups stage of the Champions League and the Confederation Cup have been derailed in quest for qualification to the semi-finals.</p>
<p><span id="more-5929"></span>MC Algiers who have been facing difficulties since last season suffered due to poor preparation and stumbled on Saturday 4-0 against Wydad. It is a result which must ring alarm bells for the Algerian representative.  Team coach Abdelhak Meguellati, inherited a poisoned chalice if you consider that  he took over a team escaped relagation on the very last  day of the championship. « The groups stage has come at a bad time for us and we have not been able to rest. Our championship ended at the start of July whic only gave us a week before  kick off of the groups stage games. » said Mouloudia coach.</p>
<p>The Algerian club that occupies the bottom place of Group B with a single point it grabbed at home against Esperance of Tunis. They still have a difficult mission for their next match when they travel to Cairo to face Al Ahly  on August 12th. The Egyptian side suffered a 1-0 defeat in Tunis against Esperance will be keen to register their first victory in this group stage. Ahly themselves need to start picking up points if they want to qualify for the semi-finals. This scenario does not favour the Algerian representative in their quest and makes it a difficult challenge lying ahead.</p>
<p><strong>JSK also trapped<br</strong> /></p>
<p>JSK is not fairing any better either. Even though the team recruited well during the season break there has been difficulties competiting in Group A of the Confederation Cup. Having been beaten 1-0 during the first match day in Fes by Moghreb, the Algerian side lost their second consecutive game (2-1) at home at the 5th July stadium in Algiers against Sunshine Stars of Nigeria. The defeat  leaves  JSK with a tall order to qualify for the semi-final.  .</p>

			<content:encoded><![CDATA[<p>The road to 2014 FIFA World Cup™ will be set out on Saturday when the Preliminary Draw takes place at the Marina da Gloria in Rio de Janeiro. At 15.00, the Draw Show  begun and the eyes of the footballing world will focus on Brazil and the fates of the teams hoping to qualify for the finals in just under three years time.</p>
<p>
<p><span id="more-5865"></span>FIFA.com takes you through the event, which will be conducted by FIFA’s Secretary-General, Jerome Valcke. To view the respective pot allocations for each qualifying zone, please click on the link to the right.</p>
<p>The first procedure to take place at the Marina da Gloria is a short but important one. As the Asian, North, Central America and Caribbean, Oceanian and South American Zones all have a place open to them via a two legged play-off, a draw will be made to see which confederations are paired together.</p>
<p>Five minutes later, Cafu and Neymar will take to the stage to assist with the draw for the African qualifying zone. The 24 lowest-ranked participating associations from the region will contest Round One. Those teams will be allocated to two pots of 12 teams based on the FIFA/Coca-Cola World Ranking of July 2011; the 12 highest ranked teams and the 12 lowest ranked teams. They will be then be drawn against each other to play over two legs on a home and away basis between 11 and 15 November 2011. The winners of those matches advance to Round Two, where they will join the remaining 28 teams from the region. The 40 teams will be drawn into ten round-robin, home-and-away groups, each consisting of four nations. The ten group winners advance to Round Three.</p>
<p>On to Asia<br />
The qualification for the Asian Zone has already reached Round Three following the results of this week’s matches, with the 15 winners of the latest round of qualification (Singapore, China PR, Syria, Uzbekistan, Indonesia, Qatar, Kuwait, Jordan, Oman, Lebanon, UAE, Iraq, Iran, Saudi Arabia and Thailand) joining the five teams who received a bye in the next phase (Japan, Australia, Korea Republic, Bahrain and Korea DPR). Those 20 teams will be allocated to four pots of five teams based on the FIFA/Coca-Cola World Ranking of July 2011. The top five teams will be placed in Pot 1, the next five best teams will be placed in Pot 2, and so on. The teams will be drawn into five groups of four teams for Round Three by Zico and Lucas, with the teams in Pot 4 placed in position 4 of each group; the teams in Pot 3 in position 3; the teams from Pot 2 in position 2; and the teams from Pot 1 in position 1. The five Round Three group winners and five group runners-up will contest Round Four.</p>
<p>Bebeto and Michel Bastos will then take to the stage to draw the teams for the North, Central America and the Caribbean region. The five Round One winners (Belize, Dominican Republic, US Virgin Islands, St. Lucia and Bahamas) join the 19 next highest-ranked participating teams (based on the FIFA/Coca-Cola World Ranking of March 2011) which received a bye from Round One. Those teams are will be drawn into six groups of four teams, with the six group winners advancing to Round Three. USA, Mexico and Honduras have been allocated to Pot One, Jamaica, Costa Rica and Cuba in Pot Two, with the six group winners comprising Pot Three. The teams will be drawn into three groups of four for Round Three.</p>
<p>The Oceanian Zone draw will be conducted by Lucas Piazon and Mario Zagallo. In Oceania, the four lowest-ranked Member Associations (based on the FIFA/Coca-Cola Ranking of July 2011, and for sporting reasons) will contest Round One, which will be a central tournament based on a league system and will be played between 21-26 November 2011. The winner of this tournament advances to Round Two, which is also the group stage of the 2012 OFC Nations Cup. These eight teams play in a central tournament between 1-12 June 2011 based on a league system. The four highest-placed teams advance to Round Three. The draw date, location, and procedure for Round Three will be confirmed by the end of Round Two by the Organising Committee for the FIFA World Cup Brazil 2014.</p>
<p>Situation in South America<br />
Given that Brazil, as the Host Nation, do not need to qualify, the South American Zone will consist of nine teams competing for 4.5 places from a single group. All nine teams will be placed in one group and will play each other on a home and away basis between 7 October 2011 and 15 October 2013. The top four teams qualify for the 2014 FIFA World Cup, while the fifth-placed team advances to an intercontinental play-off.</p>
<p>At approximately 16.15 local time, arguably the highlight of the Preliminary Draw takes place when Ronaldo and Paulo Henrique Ganso take to the stage for the European Zone draw. With the pot allocations announced on Wednesday, all it requires is for the 53 teams to be allocated to eight groups of six teams and one group of five teams. 			<content:encoded><![CDATA[<p>Four children from the tsunami-hit Japanese prefecture of Iwate today enjoyed a kick-about with FIFA President Joseph S. Blatter as they began a dream visit to Rio de Janeiro.</p>
<p><span id="more-5834"></span>The delighted youngsters have been flown by Sony to this spectacular Brazilian city, where they are due to compete in the electronics giant’s upcoming CSR Beach Soccer competition. It took them fully 30 hours to make the mammoth journey from Iwate, via stops in Tokyo and Atlanta, USA, but it immediately proved to be time well spent for these young football enthusiasts as they met the FIFA President in his Rio office.</p>
<p>As well as indulging in a spot of keepy-up, the children – who are in Rio until 2 August &#8211; were also able to deliver Blatter’s personal invitation to Sony’s beach soccer event. Iwate, like much of Japan’s eastern coast, is currently rebuilding after the damage wreaked by the earthquake and tsunami of 11 March.<br />

<p><span id="more-5833"></span>The midfielder, 31, had groin surgery that ended his last campaign in April and has now suffered another setback.</p>
<p>Gerrard did not travel with his team-mates on their recent tour of Asia, but despite the cautious treatment from the club, the England international has been hospitalised with an infection.</p>
<p>At least, he will miss the Merseyside club&#8217;s first three games of the English Premier League season, against Sunderland, Arsenal and Bolton.</p>
<p>A club statement on Saturday read: &#8220;Steven Gerrard today began a course of antibiotic treatment for an infection related to an ongoing groin problem.&#8221;</p>
<p>&#8220;He is expected to remain in hospital for several days while the precautionary procedure is completed.&#8221;</p>
<p>&#8220;The player will then return to Melwood to continue his rehabilitation program and is expected to be available for selection in September.&#8221;</p>
<p>Gerrard is also unlikely to be fit for England&#8217;s Euro 2012 qualifiers against Bulgaria (September 2) and Wales (September 6).</p>
<p>Liverpool meet Sunderland at Anfield on August 13 in their first league game of the season.</p>

<p>Despite this, if the disillusioned forward does not secure a move from Eastlands before August 31, another approach from the Brazilian outfit is likely early next year.</p>
<p>&#8220;You can expect us to go after him again,&#8221; marketing director Luis Paulo Rosenberg told Bloomberg.</p>
<p>&#8220;I think (our offer) was €5 million (too low). But we would still have to deal with Tevez; we did not (get) to because we still needed to reach a settlement with the City,&#8221; he concluded.</p>
<p>The former Boca Juniors player&#8217;s future seems to be away from the English side.</p>
<p>The signing of Sergio Aguero means the ex-Atletico Madrid attacker has reportedly been earmarked as Tevez&#8217;s replacement.</p>

<p><span id="more-5813"></span>The forward only joined the Tangerines permanently last term after enjoying a successful loan spell and continued his good form during the club&#8217;s first Premier League season, scoring 13 goals in 31 matches in the top flight.</p>
<p>The 29-year-old joins the newly promoted club for an undisclosed fee, and only need to agree to personal terms with QPR for the deal to go through.</p>
<p>&#8220;Blackpool Football Club can confirm that an agreement has been reached with Queen Park Rangers for the transfer of striker DJ Campbell,&#8221; Blackpool said on their official website.</p>
<p>&#8220;The 29-year-old has now been given permission to discuss personal terms with Neil Warnock&#8217;s side and undergo a medical.&#8221;</p>
<p>QPR have already secured the signings of Kieron Dyer, Jay Bothroyd and Danny Gabbidon so far this summer, but all three deals were on free transfers.</p>
<p>Elsewhere in England, Bolton Wanderers have completed the signing of Burnley duo Chris Eagles and Tyrone Mears on three-year deals.</p>
<p>Right-back Mears and Eagles, a striker, rejoin manager Owen Coyle, who signed them for Burnely during his time in charge there.</p>
<p>In the Eredivisie, PSV striker Ola Toivonen has said he wants to stay at Eindhoven, but has urged the club to strengthen its squad ahead of the new season.</p>
<p>Toivonen has been linked with a move to England throughout the of-season, but said he was happy to remain in the Netherlands if PSV could muster a serious title challenge.</p>
<p>&#8220;I&#8217;d like to stay at PSV, but I really want to play for the Eredivisie title this season,&#8221; the Swede said to Algemeen Dagblad.</p>
<p>&#8220;However, this squad lacks the depth to compete right until the end. I have no doubt that the club is working hard to sign some more players, but I really hope that their attempts will be successful.&#8221;</p>
<p>And in Spain, the agent of Villarreal attacker Giuseppe Rossi has announced the player will remain with the La Liga outit, much to the disappointment of potential suitor Juventus.</p>
<p>Rossi had looked on the way out as Villarreal looked to solve their financial problems, but the sale of Santi Cazorla to Malaga has eased the burden, allowing Rossi to remain at El Madrigal.</p>

			<content:encoded><![CDATA[<p>Roberto Mancini has confirmed that Manchester City have reached an agreement with Corinthians concerning the sale of Carlos Tevez.</p>
<p><span id="more-5676"></span>The Argentina international had expressed a desire to make a move away from Eastlands, insisting that he would like to be closer to his family in South America.</p>
<p>City were believed to have been holding out for 57 million euro after the former Manchester United man turned out to be the joint top scorer in the Premier League last season, scoring 20 goals in 28 appearances.</p>
<p>The Brazilian club made their move to sign Tevez but were initially snubbed before the two clubs came to an agreement.<br />
&#8220;We have an agreement with Corinthians but Carlos now is still a City player,&#8221; Mancini told Sky Sports News.</p>
<p>With the two clubs in question having reached an agreement over the sale of the striker, the next logical step would be for the player himself to hold discussions with the Brazilian club and chalk out an agreement concerning personal terms.</p>
<p>When Mancini was quizzed as to whether Tevez had held such talks, he said: &#8220;I don&#8217;t know this. I repeat, at the moment, Carlos is still a City player.&#8221;</p>
<p>He added: &#8220;I want to wait. At the moment we are here [on a pre-season tour of North America], we are working with the other guys. We should think about this.&#8221;</p>
<p>The 27-year-old forward&#8217;s team-mate Joleon Lescott maintained that the team would be disappointed if their captain leaves after having helped them break a trophy drought that lasted over three decades, while having also helped them achieve Champions League football.</p>
<p>However, the former Everton defender insisted that despite the disappointment, no-one would harbour any ill feeling towards the Argentine.</p>

			<content:encoded><![CDATA[<p>Two players from Korea DPR, Jong Sun Song and Sim Pok Jong, were provisionally suspended prior to their team’s match against Colombia in Bochum on 6 July 2011 in view of adverse analytical findings in the “A” samples collected during two anti-doping tests conducted after the team’s previous matches in the 2011 FIFA Women’s World Cup™. The final results of the tests were received yesterday morning. </p>
<p><span id="more-5629"></span>FIFA would like to emphasize once again its determination to keep football free of doping. It is FIFA’s duty and will to protect players from harm and ensure that footballers can compete on an even playing field. FIFA’s anti-doping strategy relies on education and prevention, as well as on respect for the dignity and privacy of each player who is subject to testing. </p>
<p>According to the Anti-Doping Regulations, a player has the right to request the analysis of the “B” sample within 12 (in competition) or 48 (out of competition) hours of being notified. Neither the Korea DPR team nor the players concerned made such a request within the 12-hour period. However, in accordance with article 31 par. 2 of the Regulations, FIFA has requested the analysis of both “B” samples. FIFA will not be able to comment any further until the results of these samples have been received. </p>
<p>FIFA bases any decisions related to its anti-doping programme on the specifics of the game, scientific evidence and analysis of validated doping statistics. FIFA’s determination to fight doping is demonstrated by stringent doping control regulations, ongoing data collection and the support of evidence-based research. FIFA is a reliable partner of the World Anti-Doping Agency (WADA) in the worldwide collaboration to safeguard the health of athletes and the spirit of fair competition.</p>
